This is a latch to allow the user of a Honda Mower to take their hand off the handle without the engine brake activating. This may be used for tuning, briefly moving obstacles etc.

NOTE: This does effectively allow you to override an inbuilt safety feature and therefore must be used with care and at your own risk.
